それは次のような英語長文で現れるからです。

文頭に so を置いたために intimate が一緒に前に出ています。
従って、主語と動詞が倒置されました。
ですから、主語は the relation 、動詞が is ですね。
また、the relation between A and B で「AとBの関係」という意味です。
従って意味は、
「言語とそれを話す人々との関係はとても親密なので、その２つは切り離して考えることはほとんどできない」
となります。
