従って、元の形は、

would have permitted は、関係代名詞 that 以下の文の動詞になっています。
先行詞は、the sort です。
従って、
「その日の天気は、それが日曜だったら、その公園に記録破りの人出と新聞報道になったであろう類のものだった」
ちょっと意訳しました。
直訳だと、「新聞に報道させたであろう種類のものだった」です。
なかなか厄介ですね。
長文の中での仮定法は、頭を使って柔軟に解釈する必要がありますね。
